Выражение встречается в следующем контексте:
The liquidated damages shall be recovered only for the stores supplied late except where undelivered stores hold the use of other stores when it shall be for the total value of the contract.

ну это же подстрочник с русского или какого там... переводите обратно...
hold the use - препятствуют использованию/эксплуатации, что у Вас там применимо к stores...
