Earl de Galantha: The term 'capped' in the context of personnel or HR management generally simply refers to a maximum ceiling that may be reached. According to some previous system, employees may have been entitled to more days' leave (or any other benefit) than is currently wished, and a 'cap' is therefore introduced. In the current example, the employees concerned seem previously to have been entitled to leave calculated in calendar rather than working days: this can be converted to working days by the formula given, with employees being required to 'use up' leave days accrued in the current cycle before using the previously accrued days. This is done quite commonly in large organisations that formerly allowed very generous leave or other benefits, and with to reduce the costs. It would not be unique to government departments.### |
