Subject: "outstanding at any one time" в тексте американского закона о 700 миллиардах fin.

Здравствуйте!
Контекст - это текст Закона об экстренной стабилизации экономики 2008 года, недавно принятого в США (статья о полномочиях министра финансов поэтапно выкупать проблемные активы). Он мне понятен. Подскажите, пожалуйста, как по-русски outstanding at any one time, стоящее в конце каждого пункта?

SEC. 115. GRADUATED AUTHORIZATION TO PURCHASE.
(a) Authority- The authority of the Secretary to purchase troubled assets under this Act shall be limited as follows:
(1) Effective upon the date of enactment of this Act, such authority shall be limited to $250,000,000,000 outstanding at any one time.
(2) If at any time, the President submits to the Congress a written certification that the Secretary needs to exercise the authority under this paragraph, effective upon such submission, such authority shall be limited to $350,000,000,000 outstanding at any one time.
(3) If, at any time after the certification in paragraph (2) has been made, the President transmits to the Congress a written report detailing the plan of the Secretary to exercise the authority under this paragraph, unless there is enacted, within 15 calendar days of such transmission, a joint resolution described in subsection (c), effective upon the expiration of such 15-day period, such authority shall be limited to $700,000,000,000 outstanding at any one time.

В первом приближении:

в любой момент времени (ay any one time) полномочия ограничены суммой просроченной задолженности ХХХХ долл. США

Имхо суть в том, что сумма 700 млрд выделяется только один раз на все, а не несколько раз по 700 млрд.

а по-моему как раз наоборот. Это "лупхол", который с одной стороны ограничевает одноразовую субсидию в размере 700 млрд, но с другой стороны оставляет "лазейку" для того, чтобы можно было это сделать еще раз, в случАе чего... which is freaking scary if you ask me. 8\

Рудут, там же, понимаете, никто и знать не может, какова сумма просроченной задолженности банков и др фин институтов, поэтому, вряд ли outstanding - это о задолженности.
В "Эксперте" была статья, где автор вычел из 700 млрд 250, затем 350, у него получилось 100 млрд, и он решил, что в пункте 3 говорится о ста млрд.
Мне же кажется, как и lisulya, что речь идет о более, чем триллионе баксов.
Короче, здесь принципиально, как перевести это outstanding at any one time... Может, у кого еще есть варианты?

"... shall be limited to $XXX outstanding at any one time" means that XXX is the maximum value of the assets that the Treasury is allowed to hold at any given time.

For instance, if they bought $250 billion worth of assets they would have $250 billion outstanding. If they then sold $10 billion of those assets, they would only have $240 billion left outstanding, and could go and buy another $10 billion worth.

Part (2) means that this maximum value is RAISED to $350 billion, not that they get to spend an ADDITIONAL $350 billion. If the government exercises (2), they can hold a maximum of $350 billion worth of assets instead of $250 billion, so на самом деле they only get an additional $100 billion to spend. Same idea with (3).

I hope this all makes sense. Forgive me for not taking the time to translate this all into Russian.. ;)
