Subject: Outturn securities securit. Where transactions have to be rebooked into an outturn security, the exemption process takes into account that large fines could otherwise be incurred because the regime calculates fines from the original trade date. If the rebooked transaction is matched in the exemption period, no matching fines will be incurred. There are no exemptions from any settlement fines incurred due to the late settlement of the transaction

The transaction is matched on 1 October and is not subject to any matching fines. After close of business on 12 October, the transaction is still unsettled and is incurring settlement fines. However, during the night of 12 October, security 1 is subject to a subdivision and is ended. Security 1’s replacement, security 2, is paid out on 15 October. As such, the transaction in security 1 can now never settle and needs to be transformed. If the participants leave the transformation process to CREST’s automatic transformation process, no matching fines will be calculated - the transaction will however continue to be assessed for settlement fines. If the participants choose to transform their transaction manually, the same rules are applied in relation to both matching and settlement fines. As the table overleaf shows, the participants have from record date to payment date to match their new transaction to avoid incurring a matching fine.
