обеспечивать возможность перепуска и смены каната без сбрасывания витков с барабана = to slip and cut a fast line without removing line wraps from the barrel/spool/drum

Proper use of fiber ropes on capstans and bitts

Summary: Ropes are commonly tensioned by capstans on merchant and navy ships as well as on shore. Here the term capstan means any cylinder around which a rope is wrapped, including wrapping heads, bitts and bollards. Improper use of ropes on capstans can cause injuries and fatalities. When a rope is wrapped around a capstan, it is held by friction. The ratio of effective tension to back tension is a function of the number of turns on the capstan and of the friction coefficient between the rope and the capstan. If insufficient turns are applied, the rope cannot be held by back tension. If too many turns are applied, then the rope cannot be released by relaxing back tension. This paper discusses the capstan formula, which relates friction coefficient and number of turns to the ratio of effective tension to back tension.

11. UNATTENDED WINCH CONTROLS
Narrative
A fishing vessel was landing her catch of fish using her own derrick and winch. The winch drum had been set to rotate at constant speed throughout the landing
operation. The Skipper was handling the rope fall on the winch. One of the two
deckhands was deployed in the hold; the other on the quay.
In order to hoist a fish box from the hold to the quay, the Skipper was applying two turns of the rope fall around the winch drum. On landing the box, he removed the turns which allowed the rope to be guided back into the hold, ready for securing to the next box.
During one of the hoists, the Skipper decided to remove one of the two rope turns so that he could surge the rope on the winch drum more readily. However, he was concerned that, whilst removing a turn from the winch drum, there was a risk of the fish box dropping and striking the deckhand who was working in the hold. In order to avoid such a risk, while removing the turn he held onto that part of the rope which was leading onto the winch drum from the heel block of the derrick.
The remaining turn was still tight on the drum and the Skipper failed to remove his hand before the rope turned onto the winch drum. His hand became trapped between the rope and the winch drum and was severed above the wrist.

The stern line had been turned up on the warping drum during berthing earlier in the day, with either five or six turns to secure the vessel alongside. The OS asked one of the ABs to remove some turns and surge the line under its own weight to provide the necessary slack; the AB declined, and told the OS to continue veering the warping drum end. ..
