The word is used in the following sentence in a survey concerning laundry products:

Неудобная форма: все средства мыльные и кажется, что в руке бутылка с средством будет скользить. Средства такого типа должны иметь форму удобную для хранения , либо украшать. А этого в упаковке нет.

I understand why you would want to store a bottle of laundry detergent, but why would you want to "decorate, adorn, or ornament" it? :-) Obviously, this word has a different meaning here.

Here украшать is used in its transitive form: украшать что-либо. It's a slight grammar error though, because a transitive verb is incomplete without a direct object.

Nonetheless, Anton's suggestions seem quite fitting because you don't really need to specify the direct object (i.e. what it is that's made to look better).

Украшать almost always takes the transitive form, so that's kind of irrelevant. The question is, what is the direct object that's omitted? And the answer is: the packaging/bottle should украшать товар. In other words, one of its suggested purposes is to present the product in an appealing way.

I hope that serves as some explanation. Anyway, you're right to be confused - like I said, the sentence is lacking in grammar there.
