Ensure timely provision of material supplies to the vessels staying in the port. (И это тоже дословно и плохо).

Provide ship supply services to the vessels staying in the port. (ИМХО уже лучше, но не хватает "своевременного", и хотя это излишне, можно впендюрить prompt ship shupply services, но по-моему уже будет не то.).
З.Ы. материально-техническое снабжение - material supplies, material and logistics services (M&L). Technical здесь типичный пример рунглигша.
