Без более широкого контекста, можно трактовать так, имхо:

I agree that nothing herein shall constitute an agreement of the Licensee to employ:
a) me for any specific period of time or
b) the Licensor as my employer.

Вывод:
Licensor - is my employer
Licensee employs me through the agreement with the Licensor.

а я бы по-другому прочитал (имхо):
I agree that nothing herein shall constitute an agreement of
а) the Licensee to employ me for any specific period of time or
b) the Licensor [to employ me] as my employer.
Отсюда вывод:
Licensee is my employer for an indefinite period of time
Licensor is not obliged to emloy me at all.

Вариант перевода:
Я согласен, что никакое положение настоящего [письма/соглашения/договора] не составляет согласия Лицензиата нанять меня на какой-либо конкретный срок или согласия Лицензиара нанять меня в качестве работодателя.
Скорее, мои трудовые взаимоотношения с Лицензиатом регулируются /подлежат регулированию в соответствии с условиями трудового договора, заключенного с Лицензиатом.
