Утилита блокировки СD/DVD приводов, flopy дисководов и USB-носителей информации позволяет просто и быстро отключить или включить подключение USB-носителей информации, флоппи дисководов и CD приводов (для отключения CD и флоппи требуется перезагрузка).

Мой перевод:
Blocking utility of СD/DVD drives, floppy disc drives and USB-information carriers allows an easy and quick switching off and on of information carrier connection, floppy disc drives and CD drives (one needs to reset for CD and floppy disc disconnection).

for "позволяет просто и быстро отключить или включить подключение USB-носителей информации, флоппи дисководов и CD приводов" consider "allows to quickly and easily toggle the device connection on and off" .

мне кажется, enabling/disabling access to было бы проще и лучше
и, конечно, USB носители информации - это обратный перевод от USB flash drives и не надо их буквально на английский переводить.
