имхо: With reference to the reasons the Operator citing in its letter for refusing to drill the first well ХХХ assumes that this decision not to test the well is premature, clashing with the field development concept and failing to address the needs of drilling the first exploration/appraisal well. |

imho: In the Operator’s letter making its case for such decision three main issues can be singled out: the Operator should be prepared to test target horizons showing some prospects/potential while drilling has been in progress/underway. |
