Это должность в американском суде первой инстанции. Если принятого перевода на русский не существует, принимаются любые объяснения от тех, кто точно знает, что это за должность (можно на английском).

A "pro se" attorney is someone who represents himself or herself. The person does not need to be a licensed attorney to do that. U.S. Constitution allows one to represent oneself in court.

"Pro Bono" roughly means "free of charge" and refers to someone providing free representation, usually to a client who is not able to afford a paid attorney.

Yes, Pro Bono Attorney would be much more proper and logical if we are speaking about a salaried staff member of a district court. Therefore, Pro Se Attorney in the context must be an error. But (and that's why I went to the forum) the document that contains the wording originates in the US Supreme Court structures and is intended for the outer world lawmen!
