Господа экономисты, помогите, пожалуйста, разобраться с понятием "Volume Cap Allocation", которое встречается в таком тексте:

Volume Cap Allocation for Tax Exempt Financing ($100 million)
The Director of the ODOD can allocate “volume cap” tax-exempt bonding capacity for eligible industrial projects, assuming volume cap availability.
The Director of the ODOD will support an application of up to $100 million ($50 million from Calendar Year 1 and $50 million from Calendar Year 2) in tax-exempt bond capacity for pollution abatement equipment at the project site in Scioto County. Tax-exempt bonds under volume cap rules will be subject to market requirements and IRS regulations. Company officials should consult bond counsel to fully understand IRS regulations.

Вот мое понимание первого предложения:
Директор X может выделять сумму облигаций, доход от которых не облагается налогом, рассчитанную по верхнему пределу, на подходящие промышленные проекты, при наличии верхнего предела.

Подскажите, верно это или нет?

Не совсем.. наберите в Google Volume cap там дается пояснение.. общий смысл, это распределение некой установленной предельной суммы в виде необлагаемых налогом облигаций
