Legally, one can only "enforce" a contract (agreement) which has already been duly entered into ("signed, sealed and delivered") and is therefore already in effect.
In our case here however, the problem is precisely that the winner REFUSES to enter into the agreement (i.e. is just reluctant to sign).
For instances like this one, there is a remedy (средство правовой защиты) in law which is called понуждение к заключению договора (см. ГК РФ), which once ordered by a court, becomes itself enforceable (i.e. the party refusing to honor the court order may be held CRIMINALLY liable / prosecuted for contempt of court).
In English, I would perhaps say that the party may seek "a court order", or may ask a court to ENJOIN (=direct, instruct) the winner to conclude the contract
