'PERSONNEL' is a term used generally for all persons or employees employed in a company,an organization or an office regardless of the positions and it might also be a divison or a department of an organization that deals with personnel like 'PERSONNEL DIVISION' or 'PERSONNEL DEPARTMENT'. However, for 'STAFF' this term is used for group of officers in a company,an organization or an office who deals mainly on company's internal operations. With these contexts, as i understand and to cite an example.... "The company's president is a company personnel and also a member of the staff."
