Here 'chillin' ' = 'chilling' is a short form of 'chilling out' (intransitive) = colloquial/slang for 'relaxing'.

Presumably Mr Freeze pronounces it 'чИлын лАйк а вИлын' -- ie, as rhyming slang -- with 'chilling' having both a literal and a figurative meaning, of course.

The 'g' in English '-ing' endings is often omitted to show that the word is being said in a lazy/relaxed way.

Weirdly, my first guess about the meaning of the phrase was: [he is] as chilling (=scary) as a villain", something like "Chilling Tale" = "Horror Tale"

Local: Nothing weird about that at all, it could indeed mean 'scary'. It all depends on the context. Unfortunately the asker has given us absolutely zero context, which doesn't help!
