He just makes a very mundane announcement about where the next train's going to -- just like hundreds of similar announcements made on a typical Tube station each day -- and finishes it off with a cheer, either to cheer people up, or as if to say (sarcastically) "That's exciting, isn't it?" Not very funny at all, as you say.

It's said very quickly and not very clearly, though.
