What I meant was that a principle itself (on its own right, if you will) can’t require anything. Something (an action) can be required based on (according to, pursuant to, in connection with, etc.) a principle. Therefore "The principle requires states to treat.." is just the wrong way to put it. "Pursuant to the principle of international comity, states ARE REQUIRED to treat.." would have been a different story".
