Есть у корейцев такое понятие: preliminary social enterprise. Оно имеет такое значение:

If an organization fulfilling the minimum legal conditions necessary to be certified as a social enterprise including the realization of social purposes and profit creation through business activities does not satisfy some requirements such as profit structure, the local governors may designate it as a preliminary social enterprise to be certified in the near future as a social enterprise once it makes up for the necessary requirements.

Вопрос: есть ли в наших реалиях что-то подобное и как бы вы посоветовали перевести preliminary в этом контексте?
