The Freedom to Farm Act mandates that between now and 2002, farmers will be given fixed subsidy payments, no matter what they raise. Congress also granted farmers the flexibility to hay and graze on acres previously set aside for program crops. In most cases, fruits and vegetables can't be raised on those acres.
