Паспорт безопасности составлен на основании решения Совета Безопасности и Президиума Государственного Совета Российской Федерации «О мерах по обеспечению защищенности критически важных для национальной безопасности объектов инфраструктуры и населения страны от угроз техногенного, природного характера и террористических проявлений»
