Visa Administrative Review

Visa and immigration reconsideration requests are only available if the applicant is inside the UK. If the applicant is outside the UK they have to apply for an administrative review of the visa application.

An administrative review is only possible if all of the following apply:
• The applicant is outside the UK;
• The applicant applied outside the UK;
• The application was refused on or after 6 April 2015;
• There is no right of appeal against the refusal;
• The application was not made as a visitor or a short term student.

1) Если заявитель находится за пределами Соединенного Королевства, он должен подать заявление о рассмотрении заявления о выдаче визы в административном порядке

2) ...о пересмотре в административном порядке решения об отказе в выдаче визы

в пользу второго варианта говорит следующее:

The administrative review application form will be sent with the application refusal letter, or it is possible to download it.

The form must contain:
• the reasons for refusal that are on the decision letter; and
• reasoning as to why a mistake was made.
The completed form should be returned in the method the application refusal letter suggests (by email, post or in person).

Т.е., до этого был отказ?

2) первоначальное решение по определению выносится компетентным органом (иммиграционной службой или типа того), т.е. оно "административно" само по себе, следовательно, какой смысл писать об этом особо?

а "в административном порядке" означает, что пересмотр инициируется не через суд
