It means "so far," but it allows for the possibility that things could have changed between the time it was written and the time it was read. If you write in an email to a friend: "It looks like we'll have good weather – at least, that's how it looks as of this writing!" it means that so far, the weather has been fine, but it is not impossible that things could change before your friend gets to read it.
