peace-enforcement operations
mil., logist. Peace-enforcement operations are coercive in nature and undertaken under Chapter VII of the UN Charter when the consent of any of the parties to the conflict is uncertain or non-existent obtained at the political level but not enforced in the field. They are conceived to restore peace or to impose the terms defined in the mandate, while retaining the impartial character of the operation. These operations may be executed to oppose to a clearly identified aggressor and lead to the pursuit of war objectives. The force is then in a war situation and enforce the law of armed conflicts. Operation designed to permit the restoration of peace in a destabilized country or between two countries, while hostilities continue, and while the security of the civilian population is seriously threatened. This operation takes place without clearly identified parties, or with a fragile agreement between the parties, which is not even always respected. This operation is impartial, and placed under Chapter VII of the United Nation’s Charta. (FRA)
