Basically, this is a rational process aimed at understanding complex situations and at making decisions, permitting to: 1. steer the conception of operations, and define their “external specifications”; 2. propose and sustain methods and means for the benefit of command for it to reason about, conceive and conduct the operations; 3. “redefine” or even give a new orientation to the operations, given the results seen during an operation; 4. make one's own critical analysis and develop it.
