Conception and execution of a strategic maneuver on one or more campaign goals. 3. The operational strategy is a process which formalizes, integrates, uses and enhances the Army's knowledge and know-how, enabling to steer the conception and conduct of operations. It contributes to reach one or more political goals defined in the overall military strategy. Among others, it permits to translate political goals into military objectives for operational purposes. Basically, this is a rational process aimed at understanding complex situations and at making decisions, permitting to: 1. steer the conception of operations, and define their “external specifications”; 2. propose and sustain methods and means for the benefit of command for it to reason about, conceive and conduct the operations; 3. “redefine” or even give a new orientation to the operations, given the results seen during an operation; 4. make one's own critical analysis and develop it.
