With the beginning of perestroika, higher education was rapidly reorganized. To undergo or effect changes in organization. to strengthen links with approaching private industries. Practitioner education was prioritized. Nevertheless, only sketchy information is as yet forthcoming from the various new republics and from Russia itself. From a rough perspective, we know that three types of institutions are operating: universities, teacher training colleges and other "higher" schools, and technicums or technical colleges. The first two remain strongly centralized, but the technicums are apparently more closely in tune to local requirements.
