Большего цинизма я в последнее время еще не видел. То есть, расследование в отношении главы фонда госимущества поручено главе фонда. Вот такая ситуация.

Вариант:
I haven’t faced more cynicism recently. That is the SPF’s head is entrusted with the investigation with regard to the Head of the State Property Fund. This is the situation.

Нормально ли я сформулировала?

или я русский забывать стала, или слово цинизм там не при чем. в чем цинизм ситуации заключается? aбсурдность вижу, цинизм не вижу. может мне кто объяснит?

"being charged with" sounds like "ему предъявлено обвинение"

Ну, не знаю, Watchkeeper, даже в МТ (не говоря уж о других источниках)есть значение charge with = "вменять в обязанность"... Но, естественно, можно заменить на синоним по вкусу. Дерзайте!

С русским у Вас, и правда, проблемы. Вам надо бы подучить, когда мы пишем "не", и когда - "ни".

значение то есть, но в этом конкретном контексте использование этого выражения создает ambiguity (imho)
he was appointed to investigate himself
put in charge of investigation of his own actions/alleged misconduct
head of X is heading the investigation into the actions of the Head of X :-)))
