Сразу оговорюсь, писано не native.A range of the paragraph is non-compulsory, which means that every practice does not always employ the intensions of the law. Контекст: The Ministry of Interior is responsible for supervising the implementation of the Act on Civil Service, amendments, and decrees and drafting secondary legislation. However the Ministry has little authority to compel compliance with the Act’s requirements, or to influence the exercise by a ministry of a discretionary power conferred on it by the Act. The reason is that the individual ministries, or other State institutions, in principal has responsibility for implementing the Civil Service Act. приблизительно: положения [рассматриваемого?] пункта [закона?] не имеют обязательного характера, то есть практика не всегда руководствуется намерениями законодателя. |

| Анатолий, спасибо Вам большое. Тут случился небольшой аврал, не смогла сразу вам ответить. У меня вопрос - как может положение закона не иметь обязательного характера? Оно может быть рекомендательным, или оно обязательное, но не выполняется? |

вообще, в законах разные положения бывают, но тут подозрительно слово range - черт его знает, что они хотели сказать. non-compulsory точно необязательный, но они могут понимать просто, что не проводится в жизнь. может у них a range of the paragraph = a certain number of paragraphs ? |
