загвоздка у меня с этим выражением..charity muggers - это кто такие?

Контекст: One technique is to use "charity muggers" on commission to collar people in the street and get them to sign a standing order.

И продолжение, которое тоже не совсем понятно (вторая его часть): For a while this was used in Britain, but the development charity now thinks that rasing money this way does not pay.
