An artist's ability to control use of creative works such as books and films, even after relinquishing economic rights to another copyright holder such as a publisher or producer. Differences in countries' treatment of moral rights pose obstacles to international negotiations on protection of intellectual property rights.

I think it is originally a Russian text, as Yan said and I suspect that it is "intellectual property rights" and not MORAL.
"An artist's ability to control use of creative works such as books and films, even after relinquishing economic rights to another copyright holder such as a publisher or producer." refers to intellectual property rights as far as I can see

cont. there are certain "moral rights" as part of the intellectual property rights not pertaining to economic compensation but rather to the reputation of the author and protection thereof
