Вопрос: Как это можно перевести на русский язык, так чтобы было понятно, что это справка о том, что замужем я не была. Вдруг кто-то сталкивался.

Переводчик написал CERTIFICATE No.*** OF NO RECORD OF MARRIAGE , но я сомневаюсь, т.к. перевод по моему мнению должен быть точным.

'Certificate No x of No Record of Marriage' sounds alright to me, but I'm not an expert. You need to check on the gov.uk website for advice about planning a marriage in the UK, the procedure and the documents you'll need: https://www.gov.uk/marriages-civil-partnerships .

If you know which town/city/county you'll be getting married in, I would look at the website for the local government authority (council) there. So if it's (say) Birmingham, it'll be Birmingham City Council = birmingham.gov.uk. Then search the website for 'Marriage' or failing that, 'Registry Office'/'Register Office'. If you can't find an answer there and your English is good enough, you can find out the local authority's telephone no/email address from the Contact page on their website, telephone/email them and ask them the exact name of the certificate yourself.

A 'Certificate of No Impediment' [to marriage] appears to be for British citizens getting married in a foreign country -- to prove to the authorities there that the person isn't already married in Britain.

Yes, we are getting married in the UK, but I don't think I need to provide this certificate anywhere in the UK other than to attach it as a suporting document for my fiance visa application. If that is approved than the registry office shouldn't have any questions. So I just wanted to make sure the translation is accurate enough in this case.

Births, deaths and marriages in the UK are registered by the local Registry Office (also called a Register Office) for the geographical area in which they take place. Registry Offices are run by local authorities (local councils). To find out exactly what documents they need for your marriage to be registered by them, just contact the relevant Registry Office or local authority (see my comments at 21:08). All of the local authority websites I saw seemed to suggest that you need firstly a valid visa, and then must send them the original [Russian] certificate proving that you're not already married -- not a copy of it -- plus an English translation of it, in order to obtain the Registry Office's permission to get married there.
