Примерно так: Stage 2 comes in force, if calculations performed at Stage 1 would (do) not proof/ensure/assure/confirm reliability of the design in terms of heat engineering. |

ИМХО, The second stage is employed when calculations made at the first stage fail to prove reliability of the thermal design of the structure. |
