Хотя гугл выдал не более пары примеров, соглашусь с Вами - ошибся.
касательно **необходимо осуществление мер по снижению потребления**. Потребление можно снизить только отключив потребителей от сети )) Речь идет об удовлетворении спроса.

не могу здесь слишком много текста помещать, но не про "удовлетворение спроса", хотя в конечном итоге эта цель есть))
речь в моем тексте про повышение энергоэф-ти и снижение энергозатрат.
вот лишь некоторые формулировки
7. Prioritise the measures targeting the reduction of distribution electricity losses to the allowed level. ....
....reduction of losses in the distribution network
...efficient consumption of energy ...

м.б. не "потребления", а таки "спроса", не буду авторские слова менять)))
