I don't have much info here in the document. but what I know from it is that the medical examination was on December 22, 2017, and the surgery was on October 25, 2017 (the time span is two months). with reference to both links (categories from 1-st, and descriptions from 2-nd), it looks like this is HEALED here. in 2-nd link we can read: "Continuous collagen production and degradation has an effect of remodeling the mature wound matrix for approximately 6 months post injury", it's too early for that here. but the time span is just right for HEALED. "maturation" (remodeling phase) has defininetly started, but it still needs a few more months...

Could it be "the scar is stable", "the healing of the scar is stable".. hmm.. "normally healed"...

I am going to ask a Russian surgeon here about what he means when he says "рубец спокойный". hopefully, this will give some insigihts to find the English term. but this will not be possible until Monday, unfortunately...
