If it's an idiom, I've never heard of it, and I've no idea what it means.

There are several books (fictional) with 'Children of the Serpent' or 'Serpent's Children' in the title -- such as 'Children of the Serpent Gate' by British author Sarah Ash (whoever she is). However, whether your quotation refers to one of these books, I've also no idea.

ну если про политиков, то перевод фразы будет типа
"ты мне еще запрети объяснять детям, что пылесос сосёт всю грязь, а не выборочно"
