HEX. BOLT = bolt with hexagonal head.
M = metric-size bolt. 'M16', 'M3' etc indicates width of bolt. 30L = length 30mm

N/P/S = 'nickel-plated surface' (=type of finish)???
This is just a guess, though, as I've noticed that some M- series bolts have a nickel-plated surface.

NPS (as well as NPT) is also a type of bolt thread. 'S' means 'straight bolt' (ie, with parallel sides) and 'T' means 'tapered bolt'. See here for more information if, for some strange reason, you want to know more:
