A rebate (not rabate) isn't the same as a discount. It's money given BACK to you:
* when something you've bought doesn't work properly or doesn't work as advertised;
* when a service you've paid for isn't provided, or isn't provided in full.

If you rent a property, a rebate is given to you by the owner when something goes wrong with it (the heating breaks down, a hole appears in the roof, or whatever) which he/she fails to repair or fails to repair quickly.

Rebates are a recognition by a seller/landlord that he/she hasn't provided the goods/services expected.
