It's written in 'newspaper headline' English or 'headlinese', which differs from normal English. It's used mainly to save space.

With 'newspaper headline' English,
* The articles (the/a/an) are usually left out.
* 'Is', 'are', 'has been', 'have been', 'was' and 'were' are normally omitted.

So,

In addition,
