В принципе, может. Oxford Am. Thesaurus даёт такие синонимы: government, parliament, administration, regime, authorities. Может быть и законодательное собрание города.

It's badly-written English. Is it an example of a form, showing people how to fill it in, rather than an actual, completed form? If so, it could mean:

* 'negotiating with ......... (insert name of State or City)' OR
* 'negotiating with .......... (state [ie, say] the name of the City)'

to tell people how to fill in the space (.........).

Alternatively it could mean something else -- but 'State of City' doesn't make sense in English.

Yes, администрация города would be 'city (or town) government/council/administration/authorities' in English -- not 'State of City'.

Чужая душа потемки - может, речь идет о городе, в котором собираются осуществлять проект, и идут переговоры с государством или штатом, в котором этот город находится (state of city)? То есть, с правительством.

Here are two sentences from an Australian document discussing serious issues like sustainability and so on:
The availability of data to assess the State of City is limited.
This State of City (SOC) reports on how well our Blue Mountains Local Government Area is progressing...
It is hardly our case, though. They mean a report here.

Согласна с Bultimdin: "потёмки" и мало контекста.

delta: In your example, State of City is a written report. 'negotiating with the State of City (report)' doesn't make sense. How can you negotiate with a report?

It could be that:
* 'State of City' in folgatv's text is some sort of ORGANISATION, with the word 'group', 'committee' or whatever omitted by mistake; OR
* it could mean 'the AUTHORS of the State of City REPORT'; OR
* it could mean 'State of City SPEECH (or similar)' with 'speech' (or similar) omitted by mistake -- but again, how do you negotiate with a speech?; OR
* it could mean something else.

We need more context, I think.

Что касается опечатки, то вряд ли. В тексте соглашения эта фраза 5 раз встречается. Контекст следующий: - a plot of land made available by the State of City at a location called "City" in the municipality of Lancy;
- the State of City will build, at its cost or that of the Fondation des Parkings, 1,000 additional underground parking spaces;
