если у вас "proceedings" - то это по определению либо судебное, либо арбитражное производство

следовательно, relief - средство судебной защиты

In legal/financial English, 'relief' can be used as follows:

* 'debt relief/relief of debt' = cancelling all or part of a debt that someone owes you, i.e. telling them that they no longer have to pay you all or part of it;
* 'to seek relief through the courts' = to go through the court system to get financial compensation for a wrong committed against you OR to claim a debt owed to you OR to get an apology for/rectification of an injustice committed against you.

And yes, 'proceedings' here means 'legal proceedings' = a court/tribunal/arbitration case or cases.
