In legal/financial English, 'relief' can be used as follows: * 'debt relief/relief of debt' = cancelling all or part of a debt that someone owes you, i.e. telling them that they no longer have to pay you all or part of it; And yes, 'proceedings' here means 'legal proceedings' = a court/tribunal/arbitration case or cases.
