The Regulator will set the policy on risk, i.e. how to achieve a graded approach covering assets of different sensitivity/value.

какой-то странный смысл получается, если переводить - поставить политику под угрозу...

рекомендую перевести по отдельности две вещи, потом собрать вместе:
1. to set [a] policy
2. [a] policy on risk

установит/определит политику минимализации рисков
