Subject: Using organizations mil. C6.2.1.3. Using organizations shall receive from wholesale or retail managers either a financial credit for the defective materiel or its free replacement. To gain restitution for defective materiel supplied directly from a commercial source, the using organization should report the materiel to both the source and the contracting officer managing the contract for the commercial source for appropriate action.
