2. Purchases of Federally-defined indicator it ems as determined using data from Defense Logistics Agency’s Green Procurement Reporting/Environmental Logistics Reporting System at www.dlis.dla.mil/erlsgpr.

Обратите внимание на последнее предложение (там немного слова переставлены и звучит несколько логичнее):

Reporting System = система отчетности; система учета; система предоставления отчетности; информационная система;

Мне кажется Вы не найдете устоявшего термина. Я бы перевел:
Система экологической отчетности Управления/Агенства тылового обеспечения МО США
