про слова я пока не говорю

As per Order No. 3 dated 1.08.2011, preparatory work has been started for implementing an integrated management system in accordance with ISO 9001:2008.

Если после существительного идёт номер, то перед существительным артикль не ставится. Символ № в английском не используется.
