Kurbashi, нужен контекст. Если речь идет о том, можно ли для правильной правовой квалификации некоего деяния применить ст. такую-то такого-то закона - то legality of actions taken under не годится. |

Контекст такой: Уполномоченный орган может обратиться в МинЮст за юридическим заключением о правомерности применения иностранным инвестором части четвертой статьи 3 Закона "Об иностранных инвестициях" |

| but only not a ruling. it's clear from the text that whatever moj decides will not be binding in nature (заключение). DETERMINATION is much better. the authorized agency may file with the moj for a determination whether the foreign investor properly applied article.... or whether the investors' application of article... was wrongful. |

ruling is perfectly OK. Ever heard of Tax Rulings? Guess who issues them. Correct, the Tax Ministry :-) Whatever the MoJ issues here will be perfectly binding on... suprise surprise... the MoJ! |
