In state of California, Department of Motor Vehicles allows a motorist to take traffic school once within 18 month period unless ordered by judge otherwise or special circumstances exist. In State of Virginia a motorist is allowed to attend traffic school only once every two years.

Вы считаете, что если enroll поставить а пассив и заменить need на necessity, гугловский перевод станет намного удобоваримее?

I have finally decided to enrol (UK)/enroll (US/charmingly archaic British spelling) on (or for = colloquial) the course and get my driver's license. It's (absolutely) essential.

Not, of course, that many people would actually SAY that. They'd probably say:

I've finally made up my mind to put my name down for the course and get my driver's license. It's something I really need to do/It really is an absolute must.

What about ' to sign up for'?

"to enrol" а не "to be enrolled"
"to sign up for" то же самое
если в армию, тогда "to enlist"
