it looks as though they have modeled their pitch/presentation after some western prototype(s) - but did not put enough effort (or did not possess enough talent?) to adapt it to russian well. hence some weird-sounding phrases. just a feeling...

I have a feeling that the Russian version is actually a translation from another language already (or has been written by a non-Russian). The source country is actually not Russia and many sentences in the report are poorly constructed.
