Но если мы говорим о соблюдении обязательных правил, которые не являлись самой целью как в случаях с выполнить работы в соответствии с договором подряда, где главная цель "на соответствии с" договором выступают сами выполняемые работы.

В данном контексте "соответствие с требованиям" неверное не были сами главной целью. Думаю, в этом случае не будет ошибкой использовать "in compliance with" или 'in confirmity [to]/[with]', вместо "in accordance with".

А почему Типовые правила переводят как Standards? Ведь существует уже документ стандартов (ГОСТ) так же как и типовые и межотраслевые правила - и все три документа могут быть утвержденными. Кстати, в американских процедурах мне встречалось слово typical по отношению к документам, взятых за образец.
