Subject: the executing Member State law В общем, статья об экстрадиции преступников и я что-то запуталась, помогите перевести словосочетание the executing Member State в следующем контексте:These two provisions of the European Arrest Warrant - Framework Decision relating to the surrender of nationals, residents and persons staying in the issuing Member State contain an important change in comparison with the European Convention on Extradition. Under Article 6-( l) European Convention on Extradition, the Contracting Parties have an absolute right to refuse to extradite their own nationals. But Article 5-(3) EAW-FD offers an executing judicial authority only the possibility to insist on a guarantee of return as a condition for the surrender if another Member State wants to prosecute a national or resident of the executing Member State. Как я поняла, раньше по Конвенции об экстрадиции преступников государства-члены ЕС имели права не выдавать другим странам-членам ЕС собственных граждан. А что теперь, по новому Рамочному решению о европейском ордере на арест (EAW-FD)???
