The National Park Service (NPS), Intermountain Region, Santa Fe Major Acquisition Buying Office (Santa Fe MABO), will use information obtained through this synopsis to develop an acquisition strategy for the replacement, restoration and / or modernization of existing facilities and infrastructure, or the construction of new facilities and infrastructure, through the use of Simplified Acquisition of Basic Engineering Requirements contracts (SABER). SABER is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for real property maintenance, repair, remodel, alteration, and minor construction projects to include building, industrial, and commercial work.

Т.е. получается, что SABER представляет собой контракт с неустановленными сроками и количеством поставок на обслуживание недвижимого имущества, ремонт, модернизацию, изменения и второстепенные строительные проекты, и т.д.

Т.е. вообще получается что это контракт на оказание строительных услуг с упрощенными требованиями к выполнению, т.е. можно описательно переводить.
