Pursuant to the provisions of this Contract, the Customer ...

"hand over", как правило, подразумевает физическую передачу;

если же у вас имеется в виду предоставление доступа к документам и информации, то лучше использовать другой глагол/конструкцию.

provide access/make accessible/ensure the availability of
make smth. available (for access) ... etc.

... ensure that the documents and information that are necessary for ... are accessible to the Contractor.
OR
... ensure that the Contractor has access to ...
